Because light reflected from the oceans is blue. Thats why the sky is bluer the closer to the ocean you are.

Carbon based life forms are most likely to be found on planets with similar conditions to the Earth, aliens based on other elements / energy types could be found on an even wider range of planets, or even on asteroids or in space.
