Yup its Miranda as Dom said. Its like firefox, small and standard but very customisable with plugins.

Dom-'s tutorial is great although I cant get the IeView skin to work

but have posted on MirandaIM forums for help.

Edit: I changed a few stuff from doms clist settings he has for download, but it iss easy to understand
