Sart > Run > regedit
HKEY_USERS > .Default > Control Panel > Desktop
(only highlight the desktop folder thing, don't open it)
Wallpaper > <directory of your image - must be a bitmap (*.bmp)>
Mine is 'C:\Documents and Settings\LogonPapers\sky.bmp'

I tried it for both bmp and jpeg and when i push the windows button on my keyboard and L, no picture wants to show up.
You could try doing it with TweakUI (Download here) which can synchronise your logon background with your desktop background.
Open up TweakUI, go to Logon, Settings and tick the wallpaper option.

Nope that wont work, the file needs to be a .BMP where you are using a .JPG
Convert the image to a .bmp, edit the registry again and link to the .bmp then it should work

Also make sure you restart the PC. It has to reload the registry to load the new image in.

All sorted now, i had to go into the control panel then into 'user accounts' and click on, change the way users log on and off.

Ah, I thought you'd done that already.
I prefer the Ctrl + Alt + Delete log on to the normal one, which is why it's nice and easy to change the background. InvG

Well remove the image from your post until you do.
Open the image in Paint.net or whatever you use and resize it to 800x600.
