Try turning SSAA down and you didn't say whether you are getting the same issue in DX11 at the same settings.
I'm still getting horrific microstutter in games if I use my 2 x 280x. I'm running on one card now but that kind of defeats the point of having two cards

I don't get microstutter in many games. There are a few bad ones though, the worst for me by far is sniper elite 3, stutters like a b****.
Sounds like an unstable gpu overclock. Does it occur with both gpus at stock clocks?

What PCI-E mode are they both in?

Try my User.Cfg file from Battlefield 4. This should enable an on screen display for Mantle and allow monitoring of Fps and cpu+gpu frame times. Simply place it in the Dragon Age.exe folder.
I've noticed and reported the longer loading times too, but this may have something to do with all the caching that Mantle does before the map loads. This is not present in DX which is why it loads much quicker, but is not always so smooth.

I wish AMD would include voltage control into CCC as I have a 7990 and always lower my voltage but would prefer not to have to install extra software like afterburner. Or can the card voltage be permanently lowered. Thanks

1) I'm asking if AMD are aware of THEIR CPU overhead issues?
