Maybe it needs a toggle for games .
Weird one. I cant seem to run 3dmark benches after installing the windows update, Vega 64, it just sits there saying "gathering system info" and never gets to running. Its the payed for version on steam. ive tried with 17.10.1 and 17.10.2. Games run fine, been playing all night, no crashes, overlcock / undervolt intact. I can also run things like heaven benchmark etc fine.

if you are using steam check files that will fix it if not just reinstall 3d markWeird one. Performance hit is the same regardless of bitrate, you're generally looking at a couple of FPS perf cost.
I usually use 35-40Mbps for high quality.
I will be upgrading my sons pc from a 7950 to a 280x do I need to change drivers or just swap the cards?
The R9 280X uses the same core as an HD7970.

In theory unless its a very old driver,it should be fine.

Just don't expect a huge upgrade, performance/power usage wise will be very similar.
