So should I be going 13.5b with the CAP or 13.4 WHQL with cap?
I've just installed the WHQL too
Go with 13.2 beta 5. Honestly im not sure if the cap is needed or not. Do a quick bench of bf3 with and without it and see the difference and share with us.

I using 13.4 and CAP1 now so far all good. Not tested any games though.

Someone on Guru3d is claiming that 13.5 beta 2 are the prototype latency drivers. PG Tips awaiting your confirmation. Probably best to test latency with and without the caps for 13.2 beta 5.

I've recorded both frametimes and minmaxavg. I'm fairly sure the engine is capped at 200fps too

13.5 BETA 2:
Min - 96

Good stuff pgi always interesting to see real world results. Could you try one more run after that with some RadeonPro settings that i could give you? I have a feeling i can make your line even straighter.

Ok well this one is simple, two runs.
First up cut and paste this into your main bf3 game folder with the exe. Run the game do the bench.

After you've benched the latency+fps of that one try this one. Delete the old file and replace it with this one.

Will be interested to see if you can notice a difference in smoothness between the two and your own original stock settings.
