The MI25 is a passively cooled card, i think its obvious even the FE will have higher clocks not to mention AIB cards

No it isn't. You can't cool 300W passive. All Servercards are "passive". In a Nvidia DGX1 you have 8 Tesla P100 with 1800W TDP "passive" if you call it like that. But that's nonsense. I don't know which webpage generated this (probably wtftech), but serverhardware is mostly put with passive coolers into racks. But these racks have massive fans, which push a lot of air through the racks and coolers.

Yes, but a rack fan will never be even close to as effective as a much bigger heatsink (2-3 slot cards) with direct airflow from fans on them.
So yeah technically they are nor fully pasdive, but nowhere near the effectiveness of AIB cards.

BS, the air flow in a server rack will far exceed a desktop cooler.

The card pulls 300w, that is all you need to know.

C'mon, they're built for 24/7 reliability. The cooling will be over-specced.

I remember back in the early 2000's when water wasn't really a thing normal people did and AIO's didn't exist and people used to actively buy Delta's to strap to their CPU's... I recall a friend of mine rather drunk at a LAN pointing to his beastly delta fan at full tilt and getting a rather impressive gash in the side of his finger as the fan blade embedded itself into his finger zone :D

Some custom builders back in the Pentium 1 days used to put a right angle cover over delta fans heh. Seems a bit crazy looking back on it as it increased the noise a lot.
