Q: What does 'the exception that proves the rule' mean?

'Proves' in this case is related to the 'proving' of bread. This is where the bread is allowed to rise to 'prove' that the yeast is alive, therefore it takes the form of a test or trial. The saying then means that the exception to the rule, tests the validity of that rule.

a: you no longer need a licence to keep a pet sloth in the UK.
