You will need to create a user.cfg file in your BF4 file area and include a frame limit configuration.

I think from memory it is something like Maxvariablefps and then set it to whatever max framerate you want, or some thing along those lines.

Or set a cap in MSI After Burner. I use the .cfg way myself.

Capping FPS at 60 without vsync won't stop tearing (unless you are using gsync) infact it can make it worse capping the framerate at your vertical refresh rate exactly without vsync - usually capping at around 85-100fps will minimise the perception of tearing at 60Hz but you will still notice some.
