They're accused of false accounting. What City were claiming to be commercial deals where in fact, according to leaked emails, owner funds. Below is one of a very long list of emails detailing City's alleged crimes:

I refuse to believe anything Martin Samuel says or writes could be classed as informative. The guy is a chimpanzee and specifically on this topic is quite clearly conflicted given who employs his son.

I don't know the guy so I can't say I dislike him. I've previously read enough of his articles to form an opinion of his work though. The guy is an absolute buffoon. Over 10 years ago he wrote an amazing column on the lack of openly gay footballers - in it he suggests that Joey Barton should come out as gay to solve that problem and to add credibility to Joey's attempts at portraying himself as some sort of philosopher.
