Not at all being dismissive so Ill attempt a reply - please ignore the way its written, its meant to be off-the-cuff reaction to what I read 
I am a FIFA fan, but understand that each iteration seems to be providing less and less improvements and more and more distractions from the core game; sometimes its useful to see a different viewpoint just to position your own one correctly.

Wow just wow, Ive never ever considered FIFA to be a good SP game since the advent of the 360/PS3 and online gaming. Its like playing SP COD over and over again and expecting it to be fresh every time you play; the AI is so formulaic to even consider that a 'useful' part of the game I think is misguided nowadays. Id never recommend FIFA to anyone looking for a SP footy game and Im someone that actually has played quite a lot of SP games in the last few versions, I cant think of it better than grinding on your favoured MMORPG...I play some online, but to me a great footie game is one I can play against the cpu (tournaments, leagues etc) over and over again, and never get bored. But I do get bored with FIFA, and quicker each time. I do probably 3 seasons of manager mode on 10, maybe 2 on 11, and I don't know if I even completed a season at all on 12, I sold it within 2 days on the 360, then for some reason thought buying the pc version would be a great idea.
Probably a personal experience but I honestly think the latest FIFA are far more representative when it comes to player movement (something I never can come to terms with with the latest PES demos especially the way the ball moves) and using FUT as a benchmark probably way too skewed towards pace being the dominant attribute (it is faster than the other modes though). Ive found the opposite when it comes to animation where I expect defenders to be lumbering on the ball compared to wingers and so expect animation to suit so for me its definitely intuitive and far more acceptable than it was in previous versions. There is probably some over-animation, but nothing I could put a finger on and say its game-breaking (truthfully Ive never even considered your point in FIFA 12 til you just raised it)...It's basically never enjoyable to me, the number one reason for this I think is the feel of the players. The passing is fine, the shooting, while I don't enjoy it, I could obviously get used to it. This is never going to happen though when every player feels like an absolute tank to move, movement is slow and laboured, sprinting doesn't really feel like sprinting, so much so that the best way to make space for yourself is to spam skill moves. Every turn, every slight movement feels like I'm having to take into account a set of animations that are going to take place before the man goes where I want him to. This I'm sure happens in every modern football game, the days of old where players could turn 90 degrees in an instant are long gone, and for the better. Pro Evo has these animations, I'm sure FIFA 08 did too, the difference with the new versions of FIFA is that I actually notice them, it's never intuitive, it never just happens without thinking, which it needs to in order to really feel like you have full control over what's happeening.
Perhaps Ive misread your intentions but it sounds like you prefer a more simplistic representation of football or just have completely different expectation what a football game should do. Part of this though I think is lost in translation between the vast majority of us playing humans versus you, seemingly, mainly playing the CPU. For me a football game today should only played against humans to get the best idea of how the game actually plays, the AI is just way too simple to provide a useful substitute...I do accept that it is a good game, and fans will probably read that and wonder what game I'm on about, cos it can't be the one they enjoy so much, but that's as best as I can describe how I view the game and why. As I said above, I'm at the point where I wouldn't enjoy FIFA with no competition, but to do the direct comparison with PES 2013 just this once, every single area that matters, I prefer in Pro Evo again.
