He presumably means in the majority of seats more people voted Tory than any other candidate.

because that's just silly in any vote where you have 4+ options you wont get one that's a clear 50% winner unless something very strange is going on.
Any system where a majority of people voted against the winning candidate rather than for them has questionable legitimacy
