No you are right but if the difference is very close you think the government will go for change rather than status quo? I dont think its that simple but I wouldnt really know...we're not talking about samples here but the actual population... it is quite simple really - there is a binary choice and one side wins.
Why, when 16.8m is considered winning past the post - I did change my earlier post when I realised that my percentage difference is actually way too large...Well I assumed 45 million voters, maybe it's less than that - guess it probably will be a fair amount lower.
