Yeah he's trying to justify the performance with the visuals, which are in some cases not bad and in others..... well bad! New Atlantis looks pretty bad, its a side effect of the engines limitations, it just can't render something on that scale at high quality so it just looks like a high res PS4 game... and the actual scale of it, well its tiny.
That is the least of its problem's.
The loading screens, the engine doesn't have any asset streaming tech let alone a 64Bit Cardinalates system, so every time you enter a door or any area outside your view you are loading a new level, everything that you see in space is fake, the planet you're looking it is not actually there, its a visual sprite, there is nothing there, nothing but a skybox.
Your ship is meaningless, literally you don't even need it at all, well... you do sort of but can just fade to black load from place to place when you've been there once. so as something that you care about, something that you would want to give a name and call it home, you just don't get that sense with it, its just an inventory box and a load screen portal.
All this also makes it impossible to be MP because if you have 10 of your mates crewing your ship and running around in there doing what they do you cannot be loading from planet to space or space to planet, which is loading level to level, because the game cannot just pick John up while he's walking in the corridor and dump him in the new level, its why none of these games have that, other than one, it requires that an entire star system, the entire universe... is one level, one seamless boundless map.
