Found someone on steam saying about Fallout "It has full controller support. The 'partial' bit means you have to type in your name using a keyboard when you create your character or if you rename your equipment."

You'd think so.
I'll have to see to be fair I was playing CB2077 on RT Overdrive mode at Balances DLSS and it was slightly dropping below 60fps and it didn't judder so perhaps it is working. Quality and it was a total judderfest clearly when it hits 40fps it's useless.
I used to be perfectly happy playing games at 30fps I'm not sure what's changed, I don't remember years ago games at 30fps looked like a total juddery lag fest.
It's gamer merch so it will sell. Wonder if OCUK will stock? Lol
