Ok I've updated newer screenshots above and added a few more lines to the CFG file, now it looks even better, water is on "very high" now on dx9 mode, notice the dx10 screenshot compared to the dx9, virtually no difference at all apart from an FPS hit in dx10!

Also notice how in DX10 mode the RAM usage is very small, it's under 700MB whereas in DX9 mode the RAM usage is over 1.2GB - I think this is where things are slowing down since it's got to be doing things on the fly for it to have such a hit and not caching most stuff like dx9 is.
As you head out towards the objectives you will find cars on fire etc, stand by those cars for a few secs and Prophet will regen his suit as he needs a heat source.
