It looks like he's still either making it up as he goes along, or hasn't actually communicated with the people putting out the announcements, or he's just really bad at communicating what he's got planned, or all three.
Elsewhere on Twitter it's saying that the new organisation verification will be $1k per month, with any affilated persons or organisations being an extra $50 per month.
As a number of charities and small organisations/events have said, $1k per month is completely out of reach of most, and I personally suspect it's not going to bring in any real new money as the likes of the big companies will just move any remaining advertising money into paying for their check (assuming they even bother to keep their twitter accounts running).
He's also not given any plan for dealing with fakes and frauds, other than "it's a nice reputation you've got there, it'd be a shame if anything happened to it". It's going to be fun when the first organisation that gets a "verified" imposter takes Twitter to court for making what was a basic safeguard (for Twitter as a company at least as much as for anyone else) and started charging an extortionate amount for it.
