Looks like an exposure of a couple of seconds or thereabouts. And yes, you would use ND (neutral density) filters to achieve a long a exposure in such bright conditions.

Those are probably nice shots, but there's a horribly distracting logo in the way that ruins them :s.

I only thought of taking such a shot when my brother and I were up in the Spinnaker Tower, Portsmouth. Just as we were about to leave, he puts on his shades and I said "wow I can see Portsmouth like a wide angle lens"
