I saw Joe Cocker twice in the early 70s and he didn't sound like rock to me.

He's always been "Rocky-blues" in my opinion.

However, that song wouldn't qualify in my book. It's a straight ballad.

Joe Cocker has a rough/raspy voice, which makes even his ballads sound rock-y.
I'm not sure if he is a rock singer though.

Maybe so, but it is still accepted afaik that Joe Cocker is a hybrid singer, who sings Rock-Blues among other things. Rock isn't just Bon Jovi et al after all.

What genre do you think he fits?
