I've just tested it (root installed) and you can get the phone to call out to any number remotely. You don't need the phone's number but you can get that anyway sending a 'device info' command.

The police visited shortly after we reported the burglary and left us with those documents. Phone was switched off at this point so I couldn't get a chase going at the time! They weren't very optimistic since there wasn't any evidence at the time.
