technically I believe you need to register as a sole trader and get some accounts done...

I'm sure there must be a limit on what you dont need to declaire as if you make £10 a year extra they dont (I assume) expect you to declaire that - or maybe you are

Really? Or does it actually say that you cannot operate a business that would cause a conflict of interest?
 
From the sounds of it, he knows his comic books, and has no problem getting angry if he thinks it's been mistreated or damaged. He's probably the kind of tool you'll find on a comic book message board, acting elitist towards everyone else because he has a pristine collection that he goes to great lengths to protect, and anyone who doesn't do what he does instantly gets the same tone of responses as he gave you.

Quick update on the situation.

He said he returned the comic and supplied a RM Recorded Delivery tracking number to Paypal. I receive the package, open it and it's empty, nothing there at all. Was well sealed and no way it could have fallen out.

I call Paypal who tell me I have to go to the Police station and get a crime reference number at which point they will then issue him the refund which is currently on hold. I'm just astounded that he can do this.

He lives quite close to my parents, I am so tempted to knock on his door and offer him the refund in cash just to see the reaction I get. ;)

Looking at his feedback and having contacted a few other sellers, he does this habitually, I have told ebay and paypal who say they will deal with it but can't inform me of the action they will take.
 
They will do nothing.
And therin lies the problem. They refuse to investigate anything at all. Any investigation they appear to do, is just someone throwing darts at a dartboard.
 
About 2 years ago I sold an old iMac G4 on ebay and had nothing but abuse from the buyer because it got damaged in the post. After him calling me a "stupid looking retarded ****" I called an end to it and immediatly ignored all future contact.

Well you mentioned that you read them first before selling? So you're just selling them off second hand, which is perfectly legal :p.

Hope you get this sorted. I know its only £4 but its the principle and I too wouldn't be able to just let this idiot win.
 
Yay, genuine seller gets shafted by paypal again, typical! There is clear evidence that you have behaved in a professional, and co-operative manner yet paypal sides with the buyer, sickening isn't it!. I hardly ever use ebay anymore because of the horror stories, i'm suprised they still do as much business as they do with all these stories. Somebody needs to give them a kick up the arse and have them side with the person that is CLEARLY in the right.
 
On the tax front... Even if you are reading them before selling, it sounds like you're making a profit so that will be taxable. You'd need to register as self employed and start paying class 2 NI, which I think is charged at £2.40 per week, and then do a tax return each year.
 
Just had an update from Paypal, they have requested more information from the Buyer.

I really can't be bothered to go to the Police Station for a crime reference number, i'm just going to string this out as long as possible and make him wait for his refund.

Just dreading the inevitable negative comment at the end of this, I have 7 eBay accounts with about 900 combined feedback and haven't even come close to any negative comments until this idiot.
 
If your reputation means that much to you, why risk it for the sake of a few quid.

What have I done wrong though, I offered a full and complete refund, he's the one now taking the mick. Again, it's the principal here, all he had to do was return the item.

Looking at his feedback he's left for others, he does this all the time and always leaves them negatives even when they've given him refunds, he's just an idiot.

As soon as he opened the dispute and I saw his feedback history, I knew i'd eventually end up with a negative comment,
