Most DX12 engines at the moment are optimized for gcn, as they are optimized for the consoles. In that way they push the most out of AMDs GPUs, but you can also build a different engine like you see in Tomb Raider or Total War or in this bench. It isn't explicitely a DX12 phenomenon.
