It's a faulty card, just RMA it.
Installed my card today and having the same issue. Even in the bundled utility program you can't lower the fans less than 32%. Does everyone else have this with the card?
The product website says the fans shouldn't kick in till temps exceed 50c http://www.palit.com/palit/vgapro.php?id=2679&lang=en
