No. It's sounds like something that would not be out of place on the original 'Out Run' SEGA game, it is not but it is so close to that style of music (if that is any help)?
 
This is getting weirder - a pop piano (not synth) and jazz drums instrumental, with no other defining instruments - ie no guitar, no trumpets, that sounds like Spanish Flea in terms of era and vibe and yet wouldn't be out of place in 'Out Run' game, which from what I can recall had a fast paced samba for soundtrack. And it's still played on the radio from time to time.

Not really.
There is a track from Outrun 2 called Night Flight, but it's nothing like you're singing...

Need more of the song, ideally with the drum beat clapped.
 
No. Not correct. Keep up the guessing though, some near close but no cigar.

I've emailed Ken Bruce and sent him my 'version' stating I've heard him play it and can he name it. Yeah, not holding out too much hope on a reply.
If that does not work, next on the list is Simon Mayo. SOMEONE MUST KNOW IT!

I have heard this song before but unfortunately it escapes me.

It's in my head and not coming out. I can't sleep, sort of like when I was a nipper and the chicken song appeared on Spitting image, that was burnt to memory as well.
