To be honest I'm confused as to how they even have her phone number. I don't particularly believe the agents are actually making an effort to work out who is using the services and who isn't.But maybe they are. She does know that when she accesses BBC material she leaves an IP behind that can be traced to her house? There isn't much that the BBC (and affiliates) can do to trace people, but checking IP addresses certainly is one of them.
It is absolutely ridiculous that people who rarely even use the service are having to put up with this outdated licence.

Yes as the BBC contributes a lot to the show.netflix has podcasts(radio for Gena rebels) - so, itself, the everything, package ;
ironically if you have a smarthphone prosthetic, now better placed to continually listen to a live radio stream though,
BBC could just go the way of netflix and have a cheaper with adds service.

Not the point though, is it? people watching one or two programs do not have to pay the same like you claimed. Sure, it could be easier, but it's far from impossible.Why have to go through that hassle. Make it a pay to watch service or substitute advertising for those happy to accept that option.
