Every hand ball is not a penalty.

If you lead with your hand defending a corner and the man you're marking has his header blocked by your hand, it's a pen.

Why is he leading with his hand? It shouldnt be there.

But it is safe to say that 95% of the time the player doesn't intend to handle the ball, and so not a penalty if the rule is strictly adhered to.

Looking at the replay again, I can see why it's been given. No reason for your hand to be that high, IMO.

A bit harsh but a risky move.

At some point your arms come down and you lead with your head. At no point was that happening.
