They don't want to give Ukrain missiles that would reach deep into Russian territory.
If the Ruskies do decide to hit Kviv again this would probably change the US minds as Kviv is off limits now.
I can only assume its an agreement reached some time ago because to me it's a mystery why the Ruskies aren't still peppering kviv with missiles.

Was reading a story by a Russian solider who joined before the Ukraine war. Ended up having to buy his own uniform. It was then stolen by the people managing the kit depot and sold to someone else
IIRC we at least make sure they get some, and especially the life saving stuff, it tends to be the things like boots that from memory our soldiers tend to buy (stuff where personal preference comes into it).TBF those in the British military will tend to buy their own kit too as some of the standard issue stuff is shoddy too.
On operations you really have to use issued kit - not insured if you don't so the chain of command won't allow it. Kit is so much better than when I joined in the 90's though so you don't really need/want to waste money on something that is already good enough. It's a fairly big difference between not getting issued anything, and getting issued "good enough for government jobs" stuff.

Yeah that Pavel really shines a light on everything wrong with the Russian military also explains why they care so little for war crimes, it's basically a free for all with little rules and a whole lot of brutality but there's a common theme of prison culture that runs all through Russia https://twitter.com/kamilkazani did a good thread explaining it a week or 2 agoFair, but this account (if true) is pretty damning
