i have the msi b650m mortar
it's a good board but you don't really need it if you're working to a budget
getting the 7800X3d, 7900XT into the build is more important than getting a better mobo unless you have any future intentions of upgrading to a 12/16 core cpu
the reason i would sacrifice mobo quality is that the 6/8 core ryzens are very power efficient so they'll run on donkey vrms
also, the 7900xt is ~30% faster than the 7800xt. it's a pretty decent jump
if you need more room in the budget then drop the ssd to a 1tb drive, storage is easier to add later down the line

The asrock b650m pro rs WiFi is worth a look as it has 3 x m2 slots while the first m2 slot is pcie5.

I’m possibly going to reuse a 2TB HDD for now. Are there any implications other than load times? I had quite a few games from Steam saved so my plan was to update the library once the new machine is built. I wasn’t sure if most people just rely on SSDs now the prices have dramatically dropped?

Are you referring to an OS drive, or just for storage of some of your Steam library?
I’m referring pure storage. I was going to re use my Samsung 970 evo 256gb m.2 for now for the OS
That's fine. Not ideal from a performance POV, but you're already familiar with the speed of it.
Would you say the m.2 is still adequate in terms of performance for the os?

Personally I think having a separate small SSD for the boot drive is a bit pointless because SSDs have come down in price so much compared to a decade ago (was more common then to have a small boot SSD purely for cost reasons) and also that small SSDs are actually slower than larger SSDs.
