It depends how close it is - states are called based on statistics, rather than waiting to count every vote.

Obama saved the Auto industry which is a big thing in Ohio. So it would be very difficult for Romney wins Ohio considering he wrote this article in the New York Times titled:-

No, it's because they have a weird electoral system where most states are 100% certain before the election even starts, so it ends up being decided by key states.
