I know the problem.. You probably have too much attenuation on your cable that goes over to Turkey 

Best bet is to ask on the VM forums, might get a quicker better response there
Have you tried any decent speed test sites?
Have you tried disabling your anti virus webshield or even the antivirus altogether and testing?
Also I never said you would start at 30 and then get upgraded I just said 60mb may be a tad bit ropey in your area but I also said its very unlikely.
Also if your wired connection does perform worse than your wireless have you tried a new lead?
Thats your upload speed. Its at 3MB. Your downstream is the figure above it "66000000bps".
Your downstream power levels are a bit on the high side. But not enough to cause those issues really.
As daft as it sounds, I wouldn't recommend using any of the speedtest sites for accurately measuring your actual broadband speed; I've never had good results from speedtest.net in particular. Find a good, fast site, download a large file and watch the speed. The link horrorwood posted would be a good bet.
When I had my 100Mbit installed the engineer was there well above 2 hours and ~75% of that was him blundering around the super-hub and my PC, messing with various settings and running speed tests on a variety of different checkers. In the end I politely asked him to gtfo my PC and found an ISO on mirrorservice.org - 9.2Mbps. Fired up my torrent client - 10.6Mbps.
I swear I heard a huge sigh of relief from him as he left.
