They do have a lot of equipment stockpiled, when I was up near Murmansk in the Kola Peninsula I drove past hundreds upon hundreds of APCs all in reasonable condition but looking abandoned in mass storage fields. That's the problem the Russians did have a very powerful convential military but after the underfunding of the 90s a lot of the equipment has fallen into disrepair. Most of their submarines in Murmansk/Severomorsk are rusty leaky and the going nowhere and the story is probably the same elsewhere. The army is mostly conscripted lads who are forced to do national service who really don't want to be there for fear of being beating or abused by their own officers.

The thing to keep in mind though is their planes like the SU-37 are very good and they have potentially good tanks and helicopters in the pipeline, they also have experience of running a very large army. With Russia's snowballing wealth from their natural resources their military can only get better and worth keeping an eye on, especially with a dictator like Putin anywhere near the helm.
 
He has already admitted Russian spending on deffence is low compaired to other countries, and I would be supprised if this is not partially reversed by him.
