What does this button mean

If its like the button in my 206. If you press it before you exit the car, it will disable the motion alarm for when you lock the kids/dogs in there and still enable you to use the central locking (which also activates the alarm on my car).

But wouldn't it be press in, press out button? This one has up and down arrows?
 
increase + decrease powersteering ? look slike a side angle of steering wheel and could be possible some of these jap mpvs ahve weird thiongs
 
Could it be some kind of cruise control thing that applies pressure to the accelerator?

My dad found some suspicious knob in his old Toyota Liteace import and twisted it, he couldn't figure out why his car kept revving when he stopped :p

EDIT: Could it have something to do with the wipers such as manual speed adjustment?

Button to raise and lower one of those "parking aerials" that some jap cars have on the front bumper to show you where the end of the car is???
 
Looks like a rocker switch to me, not a button. You have tried pressing the edges of it and not just the centre? :)
 
Steering wheel reach, I'd guess, going by the arrows on either side. My guess is it's meant to be motorised, moving each way depending on which way the rocker is pressed.
 
Parking beacon.

Typical Japanese Domestic Market item, I guess your car had it removed but the buttom remains. Its a small 'antenna' like beacon with a light on the top that extends from the front bumper (corner) to aid parking and judement.
