What would you do? (Tyre pic inside)

Stick yer beak in and get flamed for bothering or leave em be and await the possible nasty end of it all. The Police will sort this with a bit of luck.
Imho the time I worked in a small village Repair Garage/MOT Station taught me valuable lessons. I will always turn into the person who will say something about things like this. Heck if you get the response you think you will get from the owner, it says loads about who they are etc. It is dangerous end of! The tyres could at any moment burst. Those pictures dont just show a worn outer tread. They are thread-bare! The cording is visible. If at high-speed then all sorts of carnage can ensue and it often does. There is a reason traffic cops jump on anything remotely suspect. Bad stuff like this always ends up taking out innocent people which is just unfair. Our court system is weak and just gives em a slap on the wrist, well thats how it seems to me anyway!
Makes me wonder if it has a valid MOT, Tax etc?

Maybe its time to teach people proper lessons on this stuff! Mandatory parts of gaining your licence etc.
Is this done in the USA? gonna go google up and see.

Situation update - Car is still here, my note has not been touched.
I should be leaving on time today so if they leave at a usual time, I might see what happens..

Id leave a note stating that i would inform the police in 48 hours so i advise you to replace them to save your self points and a fine. Not to be a dick and get a kick out of somebody getting in trouble by tyres like that are dangerous to other road users.
Completely agree, there's more to owning a vehicle than driving it but most car owners will only actually pay attention to problems when they start affecting them and then start moaning about how unreliable things are

For one dodgy tyre on an otherwise OK car I'd leave a note.
But with multiple tyres that are long gone and general poor condition, I'd say police is the right thing

Quite a few people have suggested sticking a pen knife in the tyres. Now I don't condone this for the very obvious reasons, but the irony is you probably wouldn't get into too much trouble for this. I saw a case on TV where a guy was caught slashing a tyre and he was ordered to pay for the replacement. However, since the tyre is illegal, wouldn't it's value effectively be zero 
Anyway, I think you did the right thing by reporting it. Those tyres will not work in the wet, and someone could be injured if the owner continues driving on those tyres.

There's a video on youtube called "Tire-slashing goes VERY wrong for this idiot".
He sticks something sharp into tyre, tyre rapidly deflates ripping his shirt clean off and throwing him backwards.
(not going to post link as i dont have sound atm and there could well be swearing in it)
An interesting view on how to respond to witnessing crime...
Rips his skin off as well and breaks his arm but it is on a lorry and they are 90psi minimum a car tyre wouldn't be the same.
