Whats best to remove old Thermal Paste

One of my local chemists told me that it was illegal to sell isopropyl alcohol to the general public now... Fortunately my dad has some for cleaning camera lenses and it does work very well for removing paste.
 
I highly doubt that it's illegal now. It's used by the public for a lot of things (cleaning tape heads, electronics, glass, camera lenses & components etc). It's massively useful stuff.

I see a place on Google product search that will sell you a 250ml bottle for around £2.50.
 
Maybe it's some health thing, not to be sold over the counter to alcos type issue. I dunno if he even said illegal, it might have been just not allowed.
 
Just bought some IPA on ebay for £3.20 for 250ml

Last time I cleaned a CPU die (it was an Athlon XP 2400+ lol) I think I just used a spit-soaked tissue and some serious rubbing action!

While we're talking about this (sort of...) when I clean off my cpu/hsf to apply the IC Diamond stuff I've got, would I see any benefit from lapping my hsf/cpu? or is that just a lot of effort for half a degree?

My cooler is a Thermalright Ultra120 - read a few times on here abou tthem having a convex base, shouldn't it be flat? or is it designed to be convex for more pressure in the centre?
 
I have a bottle of IPA - something like 500 ml for £2. I'll certainly lose it before I run out, considering I've used it once in the last 2 years.
