I'm just guessing but most other games come with a code you input for the pre order bonus.

Well it is, if you haven't owned a previous version of GTA V. I don't see why I should be denied content from a game I've purchased because I didn't own a previous version of the game. Just feels unfair. Again I'm not massively bothered but I do have a problem with it as a concept. Hope it doesn't become a precedent.
Seen this kind of thing before but it's usually just some kind of bonus or other relatively trivial thing. This actually looks like a reasonable amount of content, and it looks like newcomers won't ever be able to get it.
as already said, its mostly cosmetic stuff. There are gazillions of other weapons, planes and cars you can buy.
If it matters that much to you, go out and create a character on an xbox 360 / PS3. There appears to be no cut off date or minimum playtime requirement. Just need a friend with a copy of the game you can play with for 30 minutes to get you a character created.
GTA:O is going to be insanely unfair however. I'll be bringing my level 105 character from the 360, with RPG, every weapon available from the 360 version, including a tank. And mixing it up with people who've only just bought the game and got nothing. And I won't be the only one. Some people are gonna get stomped and fall out of love with GTA:O very quickly.
I only played the online briefly and got bored. Did they add stuff as a lot of people seemed to have liked it.

I was one of the people who walked away from the MP after it was a total train wreck of a launch and very disappointing once you could even get logged on.
What is the current state of GTA:O? Does it have more depth and options now? it was pretty barren and very grindy on release.
I loved the SP but I don't think I would pay console prices for some extra pixels, steam sale in the future on PC probably.

If I'm cruising in GTA online and see a tank, i'll just turn around and get the heck out of there asap. There is only one reason why people drive around in tanks online... Destruction and mayhem
