I'm going to say that you should stop at the sign. Turning left would be no different to turning left at any other red light. It may be safe to do so, but it's not your decision to make.
My reason is thus:
Assume the lane to the right of the yellow car is blocked for roadworks and so any oncoming traffic MUST turn right as they approach you (down the road to your left).
Say there is a queue of 20 cars behind you all wanting to turn left, so you all drive through the sign, while the light is at red. Meanwhile, traffic on the other direction approaches towards you through their green light, but the flow of traffic turning left blocks their exit through the lights.
It may seem fine for 1 car to 'run the sign', but if a big queue of cars all do the same, then it totally breaks the temporary road system. For that reason I think you should stop and if you 'run the sign' it's the same as turning left on red. Although I am entirely happy to accept there could be a huge difference legally.
