It seems so pointless having two versions of IE 10 available. One restricted, and one not. Which raises the question why bother with the Metro IE?

There's a 'view this site on the Desktop' button on the toolbar in MetroIE which is rather useful.
I believe the focus of Metro apps is stability and security, which is why Microsoft dropped plug-in support from MetroIE. When they announced this, a lot of people complained because they really wanted to see Flash support. They decided to bake Flash in to the browser, though in order to maintain stability and security, sites have to be individually vetted and added to a 'whitelist'.
The Metro version of Chrome will likely have full Flash support when it launches later this year (likely a launch app).
