Limited means if you place a pre order now it's unlikely OcUK will ship you one tommorow. They will be filling all the back orders...

There's a lot more that degrade. Higher voltage doesn't bother me for benches, I try to use a voltage less than the maximum VCC recommended by Intel for 24/7. Personally I had a E6600 that lost 150MHz or so over a year up near 1.6v.

I would be happy to pump 1.5v into these CPU's (possibly 1.55v) until, I read otherwise, obv with Very Good Air Cooling.

That's the difficult thing I think. A high Tj with such a low voltage makes you think that normal voltage will cook it like 1.6-1.7v would an X2 3800 (air cooling).

I'd like to run 1.5v but I'm a little wary.

That's about as far as I'd go as well. The maximum recommended VCC for the 45nm is 1.45v. Whatever you use, the voltages all round, PLL VTT etc are lower than before.
