A deterrent would result in more women taking dangerous options rather than ‘illegal’ deception.

I would personally also argue that given how rare this sort of case is, there is little need for a much harsher sentence as a "deterrent".

Doubtful, all options here are illegal so there's no incentive to take more dangerous ones.
