From what I can see Division 2 is mostly active teams.

I've seen a few 12-14's around when looking for players... first time I've seen a 16 though.

Sorry I pasted a link and it just went to my team page, works now. Go to his team page, smogens, and check out the player in box. Thats what he paid, 98 mil is what the guy received, rest went to the agent. He also went up one skill level during the transfer process!
