Highway code says, paraphrasing a bit, that you should actively turn them on and off to avoid dazzling vehicles behind you, in reality it isn't always very practical - personally I just drop back a bit where I can still see them but reduce any impact from the fog lights.

Fair enough. I just figured that, if it was "pretty foggy" then no issue with people having them on. I guess that the fact that the density of fog is very subjective as to when people think its thick enough to warrant fog lamps or not doesn't help.
