A very bad aircraft rushed into production for political reasons and with numerous major flaws that killed people. The remarkably inefficient cooling/air conditioning system was, unsurprisingly, far down the list of things to fix. It worked well enough by using the evaporation of a coolant liquid to carry heat away but it used up far larger quantities of coolant than had been expected. That had absolutely nothing to do with the fact that the coolant was a mixture of 60% distilled water and 40% pure ethyl alcohol, was completely drinkable and pretty much the same thing as vodka. Nor was there any black market in alcohol in the USSR, no way comrade, such a thing couldn't happen.

I'm always on the lookout for documentary format videos, good stuff.
