If it is the bumps on the mentos, then I guess the increased surface area would be working as a sort of catalyist, allowing the dissolved CO2 to coagulate. Only guessing though, could easy be talking complete trash.

The mentos we get out here are completely smooth. I've just added three to a small bottle of diet lemon coke. What an anti-climax. After a second or two it just fizzed a little. Barely made it out of the bottle. I wonder if the 'lemon' had anything to do with it.
