The entire car. You're only in front when your car is further ahead. You can't assume a line when you haven't fully passed the car. A driver of their skill should be able to overtake succesfully AND not expect another driver to move over. If they can't get past fully then they should either hold alongside until they can or drop back if they feel its unsafe.

Chances are Webber would've retook him on the following corner since Vettel had the worst line, it's probably why Vettel was so keen to bully Webber into submission.

It's worked out pretty well for Webber now though with Vettel not picking up any points.
