This is probably made up or at the very least massively exaggerated by a newspaper which makes its money appealing to people who enjoy being angry.

MOST OF THE STUFF IN THE PAPERS ISN'T TRUE. THEY ARE TRYING TO SELL PAPERS AND MAKE MONEY. PLEASE, FOR THE LOVE OF GOD, UNDERSTAND THIS.

Sorry for the bold caps but people don't seem to be getting it.

Well there was a similar story a while back and some time later the housing official who authorised it got the sack so it turned out that in that case it was actually true.
