The police officer was really nice, took my statement (I wasn't under caution), and advised he has 24hrs from the time of the accident yesterday to report the incident. If he doesn't it will go to Magistrates court, and the minimum they are allowed to give is 5 points.
Err no. It's a non-injury RTC, it's very unlikely that this would get anywhere near court, regardless of whether he reports it or not, especially as you have his details for insurance purposes. It's be different if an injury was involved, but that's not the case here.

I don't have his insurance details...he refused to stop! I don't care if he gets points or not, I'm never going to see the loon again! I just want to get it repaired myself, and move on with my life!

Taking a picture of his reg is hardly the same as him giving you his name and address for the insurance, how do you know he is the registered keeper?
Give his reg to a claims management company and make them do the donkey work for you. He's also committed a criminal offence by failing to stop, don't let him get away with it.
