Personally I think De Rossi is VASTLY over rated, I think he was one of there least effective players in the summer who made a raft of terrible passes, poor forwards runs and defensive mistakes.
Never really liked him, and the Italian league is one that is hard to judge players in, how many players have come from the Italian league and flopped elsewhere, Aqualani, Kaka, plenty of others. There are a few brilliant players who end up there, Pirlo, Ibra, but De Rossi hasn't ever impressed me all that much. He's always had such a good player next to him that when the guy next to him utterly dominates almost any midfield with his epic play, people credit De Rossi.
Anyway, he would be another one that really helps with City's fantastic plan to beat FFP regulations(I know they are stupid but their "plan" is as daft as Chelsea's, promising less buying, less big wages, then ignoring it). They bought Rodwell, no idea why nor why he wanted to go there to not play at all, likewise Sinclair maybe trying to force a move, who on earth does he think he'll play ahead of at City, and why on earth do City want him?
