Why should he waste his time and his money telling them something that's none of their business? he's minding his own business?
They're not accusing you of anything. They're simply saying "we know you don't have a TV licence and would like to confirm why this is".
Given that you have failed to reply or get in touch with them, obviously they now think that you are not replying as you don't have a licence, and therefore have a right to take you to court to understand the situation. If the court finds that you ought to have done something to remedy the situation (ie getting back in touch) they will probably order you to pay costs.
Can anyone explain to me how the BBC through TVLicensing can effectively change the Law in the UK and get away with it?
Our Laws in the UK say you are 'Innocent until proven guilty'.
The BBC says you are 'Guilty until proven innocent'.
I think it is an absolute disgrace that they can get away with the methods they use.
How many of you don't go fishing? Have you ever had a letter asking why you don't have a fishing Licence? How would you feel if you were then constantly harassed and called a criminal for not owning a fishing Licence even though you don't fish? Letters accusing you of being a criminal, threatening Court action, sending people around to your address every 6 Months to check and make threats to search your property all for the sake of this Licence you don't need because you don't go fishing.

I've got a Virgin box in my cupboard - I could get it out of its box and plug it in to my TV if someone came round and demanded live television

don't have TV anymore but previously had TV for 2 years didn't pay them.

You don't get hounded to state you don't need a fishing licence, or a licence to keep dangerous animals... to simply assume every one watches live TV in this day and age is laughable.

I think the only on there that hasn't aired in the UK yet is under the dome.
There's a difference between "Don't show in the UK" and haven't been aired here yet
Dexter gets shown on Fox which is availabe on Sky and I think their showing reruns on CBS Drama.
So what are you going to do?
Take them to court?
If you have got nothing to hide, by all means, but if that ends up incriminating you because you do watch tv, then you just shot yourself in the foot.

So if you had sky and just recorded tv to watch later would you still need a licence ?
Channel 5 have Under The Dome, doesn't start til the Autumn here though.
Very rarely do i watch live TV these days as there is less and less i even bother turning the Virgin box on for, Luther is the only current UK show that i watch atm. It's getting to the point i'm paying the License for a handful of hours a year and can see me stopping once my cab is enabled for FTTC and i dump Virgin.
Edit - although, the Olympics last year was worth it. I must admit the i watched an awful lot of BBC last summer because of it.

Afew letters through the door that you don't have to reply to and know there is minimal chance of repercussions = being treated like a criminal.

That's not how the law works.
I honestly don't use my TV or any device in a manner that requires a licence, so it is impossible to incriminate myself, I really don't understand why people can't accept that
To be fair, no I won't take them to court, because they are not currently causing me any bother and I've got better things to do with my life..
