I can see why he would want arsenal, a team that fans expect to be in all competitions yet win none, then take a nice pay cheque.

Presume you meant £ rather than $, Barca would be laughing if the latter (even with the ban)
and it will always be debatable how much that value is with the continued bad press he courts, and how that reflects on the club.
Given that this is now the 3rd time Liverpool have had to contend with bad press for this player (and defended him fully both times previously, understandably) - it isnt as clear cut as you appear to want to suggest
