Makes sense to fit a bigger drive now if you are going to use it. Saves re-downloading later.

Generally they are, but I've noticed some games are a little slow in uploading to the cloud (e.g. a couple of minecraft save files are behind by a few days) - would really annoy me if I lost them

I'd probably force a manual upload through settings (or just use a USB stick)
